Haryana startup schemes

18 state schemes under the Haryana State Startup Policy 2022. These are separate from the 70 central schemes and have their own eligibility rules — most require registration as a Category 1 startup with the Startup Haryana Cell at DITECH. Amounts and eligibility are summarised; always confirm the live scheme guideline before acting.

Seed Funding for Startups

Department of Information Technology, Electronics & Communication, Haryana (DITECH) / Startup Haryana Cell

What you get:
Seed grant of up to INR 10 lakh per startup, to be used for idea validation, prototyping, proof-of-concept, travel costs, and field/market research, skill training or marketing.
Who can apply:
Startups registered with Startup Haryana Cell, DITECH under Category 1 (DPIIT-recognised, registered office in Haryana); allocation is block-category based: 100 startups in 'A' category blocks, 250 in 'B', 750 in 'C', and 1000 in 'D' category blocks.

Lease Rental Subsidy for Startups

What you get:
Reimbursement of 30% of lease rental for general startups, and 45% for startups with only women founders, for a period of 1 year, subject to a maximum of INR 5 lakh.

Category 1 startups registered with Startup Haryana Cell, DITECH, operating from incubators, IT Parks, Industrial Clusters, or any other notified location.

Patent Cost Reimbursement

Capital Subsidy for Incubators

What you get:
Government Host Institutes: capital grant of 50% of Capital Investment (excluding land cost), capped at INR 2 crore. Private Host Institutes: capital grant of 50% of Capital Investment (excluding land cost), capped at INR 1 crore, limited to 5 private incubators per year.
Who can apply:
Government Host Institutes and Private Host Institutes registered/registering as Incubators with Startup Haryana Cell, DITECH (must meet the Incubator eligibility conditions, including minimum 10,000 sq. ft. built-up space for private incubators, owned or leased for at least 5 years); only 5 private incubators are approved per year.

Registered Incubators (Government-owned/-supported or private) operating from buildings owned by Government Departments/Boards/Corporations/Companies or other Government Institutions, on a rent basis.

New Incubation Centres in Government Universities and Institutions

What you get:
For new incubators: financial assistance up to INR 50 lakh per Incubator (capital) plus INR 20 lakh yearly for recurring expenditure for 5 years. For existing incubators: financial assistance up to INR 10 lakh per Incubator to upgrade facilities with new-age technologies (IoT, FinTech, Robotics, AI, etc.).

Government universities and other Government institutions in Haryana, either setting up a new incubator or upgrading an existing one.

New Startups Warehouse / Innovation Campus Support

DITECH, in collaboration with NASSCOM/CII/FICCI/ASSOCHAM/PHD/CIIE

What you get:
Financial support of INR 4 crore for capital expenditure (furnishing/equipping the bare shell space — networking, bandwidth, lease line, air conditioning, furniture) plus INR 1 crore yearly for 3 years of recurring expenditure, at Panchkula, Hissar and other potential locations. If set up directly by an industry association/body, support is reimbursed post-expenditure and commencement of operations. The existing Gurugram Startup Warehouse also receives 3 further years of recurring expenditure support.
Who can apply:
Government Departments or Government entities partnering with NASSCOM/CII/FICCI/ASSOCHAM/PHD/Centre for Innovation Incubation and Entrepreneurship (CIIE) to set up a startup warehouse; industry associations/bodies may also set one up directly, on a reimbursement basis.

Government Departments or Government entities partnering with the Internet & Mobile Association of India, Central/State Government universities, or another relevant industry association/body; industry associations/bodies may set one up directly on a reimbursement basis.

Self-Certification & Inspection Exemption Scheme

What you get:
Permission to file self-certifications and exemption from routine inspections under: the Factories Act 1948; Minimum Wages Act 1948; Payment of Wages Act 1936; Contract Labour (Regulation & Abolition) Act 1970; Payment of Bonus Act 1965; Payment of Gratuity Act 1972; Maternity Benefit Act 1961; Child Labour (Prohibition & Regulation) Act 1980; Punjab Shops & Commercial Establishments Act 1958; Inter-State Migrant Workmen Act 1979; Equal Remuneration Act 1976; Motor Transport Workers Act 1961; Punjab Industrial Establishments (Holidays & Leave) Act 1965; and the Building and Other Construction Workers Act 1996 (and rules under each). All regulatory clearances are also processed under the Single Roof Clearance System of the Haryana Enterprise Promotion Centre.
