What it is for
Eases regulatory compliance burden on startups and incubators by allowing self-certification and exempting them from routine inspections under a defined list of labour and establishment laws, unless a specific complaint triggers an inspection (which then requires District Magistrate approval).

What you get
Permission to file self-certifications and exemption from routine inspections under: the Factories Act 1948; Minimum Wages Act 1948; Payment of Wages Act 1936; Contract Labour (Regulation & Abolition) Act 1970; Payment of Bonus Act 1965; Payment of Gratuity Act 1972; Maternity Benefit Act 1961; Child Labour (Prohibition & Regulation) Act 1980; Punjab Shops & Commercial Establishments Act 1958; Inter-State Migrant Workmen Act 1979; Equal Remuneration Act 1976; Motor Transport Workers Act 1961; Punjab Industrial Establishments (Holidays & Leave) Act 1965; and the Building and Other Construction Workers Act 1996 (and rules under each). All regulatory clearances are also processed under the Single Roof Clearance System of the Haryana Enterprise Promotion Centre.
