Seed Funding for Startups

Policy valid for 5 years from notification (07.07.2022); a separate SOP for seed-grant selection is to be notified by the Nodal Department and was not available in the source documents.

Provides early, non-equity capital to Haryana-based startups for idea validation, prototype development, proof-of-concept demonstration, market research and initial go-to-market activities, with more slots allocated to less-developed blocks to spread the benefit geographically.

Startups registered with Startup Haryana Cell, DITECH under Category 1 (DPIIT-recognised, registered office in Haryana); allocation is block-category based: 100 startups in 'A' category blocks, 250 in 'B', 750 in 'C', and 1000 in 'D' category blocks.

Seed grant of up to INR 10 lakh per startup, to be used for idea validation, prototyping, proof-of-concept, travel costs, and field/market research, skill training or marketing.

Routed through Startup Haryana, DITECH; a separate Standard Operating Procedure for selection and disbursal of the Seed Funding Grant is to be notified by the Nodal Department — not yet available in the source documents. General registration is via the Startup Haryana Portal.

Idea-to-prototype stage Haryana startups, especially those outside the most developed ('A' category) blocks, needing their first non-dilutive capital.
